In a controversial move, senior officials of the Rawalpindi Development Authority (RDA) allegedly struck a secret deal with the owner of Faisal Hills Housing Society, Chaudhry Majeed, while registering a case against his employees to mislead the Director General (DG) of the authority. Despite the DG’s clear instructions, the main accused—the society’s owner—was left out of the police complaint, and a misleading “all-is-well” report was submitted to the DG.

According to police sources, a complaint was filed at Taxila Police Station against Faisal Hills for unauthorized development, illegal land use beyond the approved 7,500 kanals, and aggressive advertisement and sale of plots without official approval. However, instead of naming the actual owner, Chaudhry Majeed, in the FIR, the case was registered against lower-level employees, including Company Secretary Muhammad Pervaiz, GM State Mr. Fazal Dad, and Administrator Waqar Haider.

Inspector Imran Hussain Jafri reported that during routine inspection, the team found that development was ongoing on unapproved land across multiple mozas (revenue villages), with no approved layout plan. Moreover, the society was actively running an advertising campaign on social media and selling plots illegally. Despite official notices, the advertisement and booking continued.

Sources further revealed that RDA officers, including inspectors and deputy directors, intentionally omitted the name of the owner and instead claimed to the DG that legal action had been taken. Meanwhile, no arrests have been made by the police, raising serious concerns about possible complicity.

This incident has cast a shadow over the transparency and integrity of RDA’s enforcement procedures, sparking calls for an independent investigation and strict accountability of all involved parties.
