Chairman CDA Muhammad Ali Randhawa Chairs Key Meeting to Modernize Islamabad’s Solid Waste Management and Cleanliness System

An important meeting was held at the CDA Headquarters chaired by Chairman CDA and Chief Commissioner Islamabad, Muhammad Ali Randhawa, regarding establishing an optimal cleanliness system and modernizing solid waste management in Islamabad. The meeting was attended by CDA Member Administration and Estate Talat Mahmood, Member Engineering Syed Nafasat Raza, Member Planning Dr. Khalid Hafiz and Member Environment Esfandyar Baloch along with the Director General P&C, Director Solid Waste Management, Project Director Solid Waste Management and other senior officers.

The meeting reviewed the solid waste management system in both urban and rural areas of Islamabad.

During the briefing, it was briefed that Islamabad has been divided into two separate packages. The first package will cover sectors and urban areas, including Zones 1, 2, and 3, while the second package will comprise rural areas, including Zones 4 and 5. The meeting was briefed that a two-bin system will be introduced in residential areas.

Chairman CDA Muhammad Ali Randhawa directed that a three-bin system be implemented in markazs and commercial areas after conducting a feasibility study.

Chairman CDA further directed to expedite the process of formal bid invitations. The meeting also included a detailed discussion on the criteria for selecting solid waste management companies. Chairman CDA emphasized that the bidding process must be entirely transparent, merit-based, and open-competitive to enable maximum participation from high-quality national and international companies. He directed that the selected companies must be financially sound.

Chairman CDA directed that the solid waste management process be finalized in light of successful models from Punjab and other provinces.

Chairman CDA also directed to implement n a fining system for those littering in Islamabad. He instructed the incorporation of a sorting process at the Material Recovery Facility (MRF) and the establishment of a system for segregating green waste at the sabzi mandi.

During the briefing, it was informed that a control room will be established for effective monitoring of the solid waste management system, from where both packages will be supervised.

Chairman CDA said that the whole process must be completed in a timely manner so that the citizens of the capital city Islamabad can be provided with a high-quality, optimal cleanliness and solid waste system.
