In a startling revelation, the Federal Investigation Agency (FIA) is facing accusations of collusion in a massive corruption scandal involving the Park Road Housing Project, managed under the Federal Government Employees Housing Authority (FGEHA). The scandal revolves around the issuance of a fake bank guarantee worth Rs 710 million, resulting in illegal payments.
According to sources, two senior officers of UBL Quetta — Bank Manager Sagheer Ahmed Baloch and Muhammad Shiraz — were arrested and sent to Adiala Jail. Their interrogation reportedly uncovered critical details, including claims that HR Construction Company owner Rab Nawaz Bugti pressured bank officials into issuing the fake guarantee in collusion with project officials.
Despite the gravity of the fraud, the FIA allegedly helped secure bail for the main accused, including Project Director Sheikh Ghulam Fareed and Finance Director Muhammad Kashif, rather than pursuing cancellation of their bail.
The FIA’s internal handling of the investigation has also come under scrutiny. FIA Director General Raja Riffat Mukhtar took notice of the flawed investigation, suspending the investigating inspector and issuing a show-cause notice, while sparing higher officers. He has ordered a detailed inquiry and submission of a report.
The incident raises serious questions about internal accountability within the FIA, as well as the influence of powerful contractors in derailing the justice process.
