Afghan Foreign Minister Amir Khan Muttaqi has stressed that Afghanistan’s territory must not be used against any other country and warned that anyone violating this directive would face action.
Speaking at an event in Kabul, Muttaqi endorsed a five-point resolution unanimously approved the previous day by hundreds of scholars from all 34 Afghan provinces at Kabul University. The resolution called for support of the current system, defense of Afghanistan’s territorial integrity, prevention of Afghan soil being used against other nations, opposition to Afghan involvement in militant activities abroad, and promotion of unity among Muslims.
“Based on the scholars’ fatwa, Afghan leadership will not allow anyone to conduct militant activities in other countries,” Muttaqi stated. He added that the Islamic Emirate will take action against any Afghan violating this directive. Although he did not name any specific country, analysts believe the remarks were likely aimed at neighboring Pakistan.
The comments come amid heightened tensions between Afghanistan and Pakistan following border clashes in October. Pakistan has repeatedly accused militants from the banned Tehrik-i-Taliban Pakistan (TTP), reportedly based in Afghanistan, of carrying out cross-border attacks. Despite temporary agreements brokered in Doha and Istanbul, the border closures have halted bilateral trade and relations remain tense.
Referring to the recent tensions, Muttaqi said the events demonstrate Afghanistan’s unity and cohesion. He emphasized that protecting the current system, based on the scholars’ fatwa, is the responsibility of all citizens, not just security forces. He also urged Islamic countries to maintain good relations and reiterated the call for unity and mutual acceptance among Muslims.
