RDA to Launch Digital Property Transfer System, Online Building Plan Approvals Very Soon.

A meeting was held at the Rawalpindi Development Authority (RDA) Conference Room to discuss facilitation of regulators and housing schemes through electronic registration, digital approvals, an online property transfer system, and approval of building plans under an integrated digital framework.
The meeting was chaired by the Additional Director General RDA, Muhammad Anwar Baran. During the session, Hafiz Abdul Ghafoor, representative of the Punjab Land Records Authority (PLRA), gave a detailed presentation on the proposed digital mechanism aimed at streamlining real estate related processes.


He informed the participants that housing schemes will be onboarded through their respective regulators using an online web portal, for which functional prototypes have already been developed. He further stated that housing schemes will utilize the Property Transfer System (PTS) for secure transactions and transfer of properties.
The meeting was also informed that approval of building plans will be carried out through the online web portal, ensuring transparency, accountability, and time-bound processing. Hafiz Abdul Ghafoor added that the property transfer system will be formally launched from 15th February, after which the manual system will be completely phased out.
The digital system will provide ease and convenience to the general public by enabling simple online applications, quicker access to approvals and NOCs, reduction in human intervention, and facilitation in marketing and sale of plots, thereby promoting transparency, efficiency, and good governance in the real estate sector.
The RDA management emphasized its commitment to leveraging technology for improved service delivery and urged all stakeholders to actively participate in the digital transformation initiative. The authority assured that continuous support and training will be provided to ensure a smooth transition to the online systems. This initiative reflects RDA’s dedication to modernizing urban development processes and enhancing convenience for citizens and housing schemes alike.
The meeting was attended by Chief Planner RDA Muhammad Tahir Meo, Director Admen Iftikhar Ali, Director Land Ghazanfer Ali Awan, Director Estate Management Aabgeena Khan, Director Finance Shahid Yaqoob, Deputy Director IT Dawood Khalid, and other officers of RDA.
